The IDPS requires operates a number of Leica integrated machinery for ongoing immunohistochemistry work for the NIAID animal program which require PM contracts. All equipment is necessary for the continued operation of the section; the loss of use of any of these pieces would be a set back to the program. The manufacturer only supports the use of its proprietary supplies for its machines with certified technicians and OEM parts. All warranties could be null and void if other than Leica completes work or service on these machines. Place of delivery is Bethesda, MD 20892.
The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-RML-D-2006510) to Calvin Robinson at [email protected], by 5:00 pm eastern standard time Saturday, Jan, 31 2020 . All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
