This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER to and is not a request for competitive proposals. The Department of Commerce/NOAA/ SEFSC/NMFS, Panama City, FL has a requirement for Leica microscopes (stereo and compound) which allow NOAA researchers to age fish for stock assessments.  NOAA intends to negotiate with and issue a sole source, firm-fixed price award to Leica Microsystems, Inc., 1700 Leider Lane, Buffalo Grove, IL 60089 under Simplified Acquisition Procedures in accordance with FAR Part 13.

NOAA has determined that Leica Microsystems, is the only manufacturer that manufactures the required microscopes that are compatible with existing NOAA systems. Leica equipment is currently in use by NOAA/SEFSC/NMFS and the purchase of Leica scopes reduces the chances of ageing variability by personnel.

The associated North America Industry Classification System (NAICS) Code is 333314 and the Size Standard is 500 employees.

This notice of intent is not a request for quotes. It is for informational purposes only and shall not be construed as a commitment by the Government. Interested parties may identify their interest by providing a capability statement not later than August 6, 2018 at 1:00 p.m. (CST). The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government. No solicitation package is available. Oral communications will not be accepted. If no affirmative written responses are received to determine whether a qualified source is more advantageous to the Government, the award shall be made without further notice to
Leica Microsystems Inc.
