The USDA National Animal Disease Center in Ames, IA, intends to award a procurement of a Leica Aperio AT2, including image capture device, server installation, Windows 7 operating system and instructor-led training with trade-in credit for the existing Leica ScanScope XT applied to the overall cost. The procurement of this highly technical piece of laboratory equipment for whole slide imaging will allow for use of existing add-ons used with the XT unit as well as to provide the upgraded abilities of the AT2. Procurement of this unit will be conducted in accordance with the procedures in FAR Part 13.106 and 6.302-1. The purchase of this unit, with credit for the trade-in allowance, is based on scientific need for upgrade of the current XT unit capabilities and the desire to use existing add-on pieces, along with the trade-in credit for the existing unit. No alternative source has been identified able to provide both the AT2 and provide the trade-in allowance for the current XT unit. The cost has been determined fair and reasonable based on current technical knowledge of fair market value. The net purchase order value, including the trade-in allowance, is $131,029.00.
