LEGAL NOTICE REQUEST FOR PROPOSALS For Qualified Engineering Firms BOARD OF COUNTY COMMISSIONERS OF ERIE COUNTY, OHIO Erie County, Ohio is seeking proposals from qualified engineering firms to conduct an engineering study of flooding that occurs along SR 60 (from Darrow Road to Mason Road), Trinter Ditch, and portions of Edison Creek in Vermilion Township for the Erie County Emergency Management Agency. Erie County desires to evaluate and determine recommendations for improvements to mitigate excessive and chronic flooding that occurs in this area. Study development will include collection, review, and analysis of existing data and hydrologic and hydraulic modeling of existing conditions for issues identification. Alternatives to be developed and then further refined based on budget costs, modeling results, and benefit-cost analyses. The study shall also include an element of public involvement as approximately 60 residential structures lie within the subject area. Additionally, project coordination will be necessary as various agency stakeholders are involved with the project including: the Ohio Department of Transportation (ODOT),Erie County Regional Planning Commission (ERPC), Erie Soil and Water Conservation District (ESWCD), Erie County Engineers Office (ECEO), and Vermilion Township. This project shall be partially funded with Federal dollars and, therefore, additional federally required provisions shall be included in the scope of this project. All firms, including minority owned, female owned, or small businesses are encouraged to submit proposals. Erie County will follow competitive negotiation procurement procedures. Erie County reserves the right to reject any or all proposals, to waive technical or legal deficiencies, to proceed or not to proceed with any subsequent proposal process, or to negotiate without further process any contract as may be in the best interest of the County. LEGAL NOTICE REQUEST FOR QUALIFICATIONS ERIE COUNTYDEPARTMENT OF ENVIRONMENTAL SERVICES Erie County, Ohio is selecting professional design firms (under ORC 153.65-.69) for complete design services for the purposes of constructing and obtaining financing of sanitary sewer system improvements. Project summary is as follows: Sanitary Sewer Improvements by Expanding Sawmill Creek WWTP Scope: 1. Location is 117 North Rye Beach Road, Huron, Ohio, 44839. Existing plant is 1.2 MGD ADF and 3.5 MGD peak flow. Raw influent is two 27 inch sanitary lines. Construction of new 2.5 MGD Oxidation ditch reactor to replace existing aerobic treatment systems. New peak flow design is 8 -10 MGD. 2. Other improvements include replacing existing raw pumps and controls, construction of new headworks building, 2 new clarifier tanks, supplemental standby power, aerobic digester, and other related improvements. 3. Seal and endorse the bid: TREATED ROCK SALT FOR HIGHWAY ICECONTR Total Estimated Requirements 12,820 Tons All bids must be signed and submitted on the form furnished in the bidding documents and must contain the name of every interested party therein. A price shall be submitted for rock salt pick-up at the bidder’s stockpile location(s), no minimum tonnage required. Bidders must state the location including street address, city, state, and zip, of their stockpile(s) with the bid. A second price shall be submitted based upon delivery to each of the above listed Erie County, Ohio locations, no minimum tonnage required. Bids must be accompanied by a bid guaranty in the amount of ten percent (10%) of the bid. The bid guaranty may be of two forms: 1. A Bid Guaranty and Contract Bond (The amount of the bid does not have to appear on this form) 2. A certified check, cashier’s check or money order on a solvent bank or savings and loan association in favor of the Erie County Commissioners in the amount often percent (10%) of the bid. Please be advised that Section 5719.042 of the Ohio Revised Code provides that no contract be awarded until the successful bidder submits a statement informing the County Auditor of any delinquent personal property taxes owed to Erie County. Where there is reason to believe that collusion exists among bidders, the bids of those involved will be rejected. The Board of Erie County Commissioners hereby reserves the right to reject any or all bids, of any part thereof, and retain the right to waive informalities in bidding.
