This is a combined synopsis/solicitation for Mediasite lecture capture system at Smith Hall Room 126, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The combined Synopsis/Request for Quotation (RFQ) number is 21-14-394PDD150 utilizing Simplified Acquisition Procedures under FAR Part 13.

Overview: Partial renovation of Smith Hall Room 126 at the United States Coast Guard Academy to install a new lecture capture system and new equipment as detailed below. The renovation consists of two phases:

1. Installation of lecture capture hardware and integration into existing network framework at the USCGA.
2. Installation of Mediasite software and training provided by Sonic Foundry. Both phases will be included in this statement of work.

Details: Vendor shall install a Mediasite lecture capture system with the ability to capture a previously-installed (USCGA-provided) Whiteboard, capture of a document, capture of the user's computer screen (using user-provided computer or laptop), and capture of the speaker. At any time, two of the four possible live-streams will be able to be captured and exported to the Mediasite recorder. User will be able to dynamically control the lecture capture and in-room display of content in real time using a vendor-provided, user-friendly switching device, and have the ability to control source selection, microphone and in-room speaker levels, recording levels, and room on/off functions. Vendor will provide two microphones for audio capture: one which attaches to the speaker directly and one which is permanently attached to the podium. Vendor will provide and install in-room speakers for delivery of audio to an audience in the room. The vendor will provide and install a document capture system to accommodate document capture. The vendor will provide and install two 70 inch LED televisions to display captured content in real time to individuals within the classroom. Vendor will provide and install a podium to house the equipment associated with the lecture capture system.

Vendor will also purchase and install Sonic Foundry's Mediasite RL HDMI recorder, Sonic Foundry Mediasite EVP server software on a USCGA-provided server, one year of customer assurance maintenance for the EX server software, one year of customer assurance maintenance for the recorder, and mediasite customer assurance custom service configuration/activation with training for two work days. Mediasite will also provide one year of off-site hosting for up to 25 simultaneous viewers. Installation of the Mediasite recorder, software, and training (two days) will be performed by Sonic Foundry personnel and will be included in the overall quotation. Vendor will subcontract Mediasite to provide hardware, software, installation, training, service, and hosting as discussed above.

The Vendor will purchase, deliver, install, and test the entire system in that room. The proposal must include a design plan, equipment listing, and include the cost of all equipment and installation/labor. Inspection and acceptance is to be at the destination with delivery. New equipment only, no remanufactured or "gray market" items will be accepted.

The USCGA will provide servers and traditional server software necessary to run the Mediasite software (but NOT Mediasite software), in-room Whiteboards, and network and electrical connections to the room sufficient for installation of the equipment. Cables between vendor-supplied devices and between vendor-supplied and CGA-supplied devices will be provided by the vendor.

The room dimensions are approximately 28 feet (projector/instructor side) by 32 feet. Photographs of the room will be provided upon request.

Award Criteria: This is a Firm Fixed-Price Contract, using Best Value. The contractor shall perform work assignments within the parameters listed above. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government in price and the following factors:

1. MediaSite server installation experience.
2. Experience with installation of smart classrooms and lecture capture systems at colleges and universities.
3. References demonstrating customer satisfaction.

Medical Science Building - 7E Renovation (CP2400920) On January 26th 2024 a fire and explosion occurred on the 7th floor of MSB in the east wing laboratories. Physical damage was extensive within the high impact area of approximately 5000 SF impacting interior construction including mechanical electrical and plumbing infrastructure, exterior windows, casework and finishes. ed and destroyed lab casework, and damaged interior finishes. More limited damage extended to other areas of the east wing. Existing windows, mechanical, electrical, plumbing, fire suppression, and fire alarm systems were damaged and will need to be replaced in the high impact area and partially replaced or repaired where the impacts of the incident extended to other areas of the 7thy floor. The repair project will return the 7th floor east wing to service for research. The project scope includes renovating approximately 11,800 square feet of high and low impact areas of the 7th floor. The project includes an alternate restroom renovation designed to meet current codes. Infrastructure repair and replacement includes wet pipe fire suppression, acid waste & vent stack replacement, sanitary waste & vent stack replacement, domestic water and lab water systems, lab gas replacement, plumbing equipment replacement, telecom infrastructure, and window replacement. Laboratory repairs include fume hood and laboratory replacement, and required laboratory sinks, eye wash, and infrastructure needed to support specialized laboratory equipment. The project will develop two separate sets of bid documents for competitive bidding, one of which will capture the preexisting laboratory build out and one that modifies the previous existing laboratory design to more closely align with ongoing lab renovations in other areas of the building and the long range masterplan for the Medical Science Building. Base Estimate & Alternates: $4,180,000.00
