Fiscal Service Procurement on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB) intends to negotiate a sole source procurement in accordance with FAR 6.302-1, to LECO Corporation for the purchase of a LECO Pegasus BT GC-ToF-MS System. 

The equipment will support the TTB laboratory sampling processes.  The LECO part that modifies and integrates a uniquely configured Agilent part with an ultimate TOF MS detection level of 50-fentograms (MS only) of octafluoronapthalene (OFN), full scan, on column at 0.1 or better mass accuracy. The system provides a linear dynamic range of 10 to 5th for (OFN).  The Time-of-Flight allows for more samples run, more data acquired, more information processed, and more results achieved in less time.

Fiscal Service will consider affirmative responses received no later than April 23, 2021 at 10:00 AM EST.  Offerors shall respond to this notice if they believe they can provide TTB the same LECO product as provided by LECO Corporation.  Responses shall include the name and point of contact information for its company along with a description of the product.  

No solicitation package will be issued. This notice of intent is not a request for competitive quotations.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
