This acquisition is a competitive Small Business Set-Aside for a Chemical Latrine Service Contract. It will be a Firm Fixed Price Contract and award will be made to a Total Small Business Concern. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 562991. All other firms are deemed ineligible to submit offers. Small business size standard is $7,000,000.00.

The work requirements to be performed by the contractor consists of, but are not limited to, providing and service 13 permanent chemical latrines at various locations throughout the base. These units may be relocated throughout the base when requested by the contracting officer representative (COR) at the expense of the government. Having the ability to provide toilets with hand sanitizer, handicap units equipped with baby changing station, and stand-alone hand-washing stations for special events (such as wing exercises and ceremonies) and emergency events (such as water outages) at pre-set price. Also provide additional service for any latrine, permanent or temporary, as requested by the Contracting Officer or COR. These additional cleaning shall be a separate bit item.

Notice to Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Place of Performance: Dyess Air Force Base, Texas.

Period of Performance: The performance period 1 October 2013 - 30 September 2014 with on government option year.

Site Visit: A site visit willl be conducted on 27 August 2013 at 1400.
