U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP):

Delineated Area: Central Business District of Philadelphia further defined as: North – Girard Ave; South – Washington Ave to Rail Line crossing the Schuylkill River; East – Delaware River to Columbia Ave; West – Schuylkill River to Spring Garden Street to 40th Street to Woodland Ave to University Ave.
Minimum ABOA Sq. Ft.: 147,000
Maximum ABOA Sq. Ft.: 149,144
Space Type: Office and related
Term*: Fifteen (15) Years full, thirteen (13) years firm
*However, Offerors are encouraged to submit rates for all terms available in the AAAP for consideration against future GSA requirements.
Agency Unique Requirements:
Two (2) onsite, reserved, parking spaces must be included in the lease.
Offered space must be within a walkable 3/4 mile of a SEPTA (Southeastern Pennsylvania Transportation Authority) regional rail station and a PATCO (Port Authority Transit Corporation) Speedline Station.
If contiguous space to meet the entire requirement is not available, space is required within the following parameters:
Maximum of 5 blocks of space
1st block must be a minimum of 90,000 ABOA contiguous on consecutive floors
2nd block must be a minimum of 30,000 ABOA contiguous on consecutive floors
Blocks 3 - 5 shall be satisfied on no more than 3 floors that are not required to be consecutive
Approximately 2,220 ABOA SF requires a minimum floor load of 200 lbs/SF to be used for storage.
Approximately 7,600 ABOA SF requires a minimum floor load of 200 lbs/SF and a minimum ceiling height of 10 feet to be used for rolling files.
Approximately 3,000 ABOA SF requires a minimum ceiling height of 10 feet to be used for a large conference room
All elevators servicing offered space on a full floor must have the capability to lock out floors.
Minimum floor plate size of 17,000 ABOA SF is required.
Column spacing shall be a minimum of 18 feet on center.
Regular access to freight elevator and loading dock.
Prior to award, offeror shall provide a test-fit to determine efficiency of space layout. See AAAP RLP Paragraph 2.01 Efficiency of Layout.

This is a prospectus level project subject to limitations as outlined in paragraph 3.05, Prospectus Lease (AAAP Variation(Oct 2017)) of RLP 19-REG03.

HOW TO OFFER: The Automated Advanced Acquisition Program (AAAP), located at https://aaap.gsa.gov, will enable interested parties to offer space for lease to the Federal Government in response to RLP 19-REG03. In addition, the Government will use its AAAP to satisfy the above space requirement.
Interested parties must go to the AAAP website, select the “Register to Offer Space” link and follow the instructions to register. Instructional guides and video tutorials are offered on the AAAP homepage and in the “HELP” tab on the AAAP website. Once registered, interested parties may enter offers during any “Open Period”.
The Open Period is the 1st through the 7th of each month, ending at 11:59 p.m. EST except for the first open period of the Fiscal Year (FY) which is October 1st through the 20th of the month, ending at 11:59 p.m. EST. Refer to AAAP RLP paragraph 3.02.A for more details on the offer submission process. The Government reserves the right to allow for multiple Open Periods prior to selecting an offer for award to meet this specific space requirement. Offers cannot be submitted during the Closed Period (8th through the end of the month, except for October which is the 21st through the end of the month) and will not be considered for projects executed during that time period.
This FBO advertisement is hereby incorporated into the RLP 19-REG03 by way of reference as an RLP attachment.
Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the requirements in this FBO advertisement and in the RLP requirements package found on the AAAP website. During an Open Period, offerors will be permitted to submit new offers or modify existing offers. Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period.
The offered space must comply with the requirements in this FBO advertisement and RLP 19-REG03 and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with the terms of the Lease. The Lease and all documents that constitute the Lease package can be found at https://aaap.gsa.gov.
* If you have previously submitted an offer in FY 2018, the AAAP application has a copy feature which will allow existing offers to be copied over to the FY 2019 RLP in order to avoid having to re-enter all of the data manually. Please be sure to review FY19 AAAP RLP Package and each page within the AAAP Application prior to submitting your offer as some of the questions have changed. You must re-enter your space and rates on the ‘Space and Rates’ tab in the AAAP. Your previous offered space will not be copied.
