The sole source justification is based on the following: The National Institute of Standards and Technology (NIST) has a requirement for the purchase of a 12-month warranty and annual preventative maintenance (PM) services for the HD-X PAL robot (Serial Number: 263571) within the NIST Hydrogen-Deuterium Exchange Mass Spectrometer (HDX-MS) system. The HD-X PAL robot contains many components that are manufactured by
CTC Analytics AG (Zwingen, Switzerland). However, the valve box, which conducts chromatographic separations and its supporting electrical and software components (e.g., PAL.TRIOVSCOOL, PAL.CHRONOS), is manufactured by LEAP Technologies. LEAP Tech. is the sole distributor of parts required for conduct of the required warranty and preventative maintenance services.
Leap Technologies, Inc. is a small business supplier for LEAP PAL robot service maintenance and the only source of components used in the NIST HDX-MS system. All services required by NIST are available under GSA Advantage Contract No. GS-07F-0186U.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 11:00 am ET August 3, 2016, will be considered by the Government.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
