The United States Air Force, LCMC/Operational Contracting Division, Wright Patterson AFB, Ohio 45433-5344. This is a sole source synopsis published for informational purposes only. This proposed action is for the procurement of composite leading edge thermal test specimens for the Wright-Patterson AFB Air Force Research Laboratory, High Speed & Space Structures Branch (AFRL/RQSH). The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b).

This Proposed procurement will be a sole source under North American Industry Classification System Code (NAICS) 336413, Size Standard 1000 Employees.
The proposed source is Carbon-Carbon Advanced Technologies, Inc. 4704 Eden Rd, Kennedale, TX 76060. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The Government's requirement is for the manufacture of composite leading edge thermal test specimens. The leading edge components build upon previous work with similar materials that included extensive extreme environment exposure evaluations. Correlating the test results from the new components to the previously obtained data is crucial. Carbon-Carbon Advanced Technologies, Inc is the only known source capable of meeting the Government's requirement.

AFRL/RQSH believes that award to any other source would incur unacceptable delays and substantial duplication of cost to the Government that would not be expected to be recovered through competition. Currently, the base material has undergone extensive testing.
