This NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items. The authority for this award is FAR 13.106(b), soliciting from a single source; Purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.

To implement the OPM strategic plan, OPM has a vision of creating a culture of Lean Sig Sigma thinking throughout the agency such that Lean Six Sigma is a common problem-solving approach that drives customer service, business outcomes, and employee engagement. Leaders must be able, behaviorally, to build trust to engage the workforce in order to fully implement such change in OPM's culture (to improve operations and efficiency) and to foster working cohesively together.

The Speed of TrustTM was written by author Stephen M. R. Covey (son of the late Dr. Stephen R. Covey - author of the 7 Habits of Highly Effective PeopleTM). Franklin Covey has developed a Leading at the Speed of TrustTM training workshop from this content that improves leadership skills to engage employees in organizational culture change. The training workshop teaches how to leverage trust as a leadership capability through mastery of The 4 Cores of CredibilityTM and the 13 Behaviors of High TrustTM and how to model them on a daily basis. These principles dovetail appropriately with the competencies and methods leaders must master to foster an OPM Lean Six Sigma culture of performance improvement.

A notable number of OPM employees have been trained in the Leading at the Speed of TrustTM training workshop in the past. To ensure current senior executives and managers receive the same high quality program and to standardize the language and behaviors fostered, it is in the best interest of the Government to procure this training workshop from Franklin Covey.

Scope, Period, and Place of Performance

Four Leading at the Speed of TrustTM workshops, each of one-day duration, will be delivered to 80 individual OPM senior executives, in-person, at OPM headquarters in Washington, DC. Delivery may also take place in Slippery Rock, PA, or other locations in the United States (TBD). The period of performance for this award shall be from the date of the award through September 30, 2014.

In support of its mission of "Recruiting, Retaining and Honoring a World-Class Workforce to Serve the American People", OPM intends to issue a non-competitive award that will result in a purchase order to FranklinCovey Co., 2200 Parkway Blvd. Salt Lake City, Utah 84119

All parties interested in this procurement must submit a capability statement within 3 calendar days from the date of this notice. Submissions after that date will not be considered. No solicitation will be issued, therefore, any requests for the solicitation will not be considered. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will not be considered. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is at the sole discretion of the Government.
