PRESOLICITATION NOTICE
Synopsis of Proposed Sole Source Contract Action

This is a synopsis of a proposed contract action / pre-solicitation notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.207, Preparation and Transmittal of Synopsis, as supplemented with additional information included in this notice.  This announcement constitutes only the public announcement of a pre-solicitation notice (including intent to issue a sole source award to Lockheed Martin (CAGE 38597)) to provide in-service engineering and life cycle support for the FREEDOM variant Littoral Combat Ship (LCS) C5I systems critical engineering; design; integration; test and evaluation; software development, testing, and load; system upgrade/replacement planning onboard and at sites; logistics product development and distribution; configuration management of the systems and logistics products; as well as training systems.  These activities will be executed in support of the shipboard LCS C5I equipment, components, software, training and support equipment developed by or for the Program Executive Office Unmanned and Small Combatants Program Office.  This notice is not a solicitation.

This notice follows the action described at the following sources sought posting in SAM.gov, searchable by Notice ID: N63394-18-0074, LCS FREEDOM Variant In-Service Engineering and Life Cycle Support.  The incumbent for this requirement is Lockheed Martin (CAGE 38597) under contract number N6339416G0006 / N6339419F0043.

Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD) is anticipating to issue a sole source solicitation in accordance with FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to award a negotiated contract.  The Product Service Code is R425.  The North American Industrial Classification System Code is 541330 Engineering Services.  The proposed solicitation number of N6339422R0009 will not include a set aside.

Duration of Contract Period:  One 12-month base period plus four 12-month option periods. 

Description of Services:  Lockheed Martin is the sole manufacturer and Design Agent of the FREEDOM variant LCS.  The FREEDOM variant combat system consists of Component-Based Total-Ship System – 21st Century (COMBATSS-21), its interfaces, Command, Control, Communications, Computers, Combat Systems and Intelligence (C5I) elements, software applications, and the networking environment hardware.

Services provided in the resulting contract will include overall in-service engineering and life cycle support for C5I systems critical engineering; design; integration; test and evaluation; software development, testing, and load; system upgrade/replacement planning onboard and at sites; logistics product development and distribution; configuration management of the systems and logistics products; as well as training systems.  These activities will be executed in support of the shipboard LCS C5I equipment, components, software, training and support equipment developed by or for the Program Executive Office Unmanned and Small Combatants Program Office.

The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government.  In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, which shall be considered by the agency.  Oral communications are not acceptable in response to this notice.  All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government.  Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services.  Verbal responses are not acceptable and will not be considered.  The Government reserves the right to cancel the Sole Source Award.
