The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award multiple indefinite delivery indefinite quantity contracts to Bell Avon, Inc. of Picayune, MS and B/E Aerospace-SMR Technologies, Inc. of Fenwick, WV for manufacture of Ship to Shore Connector (SSC) Advanced Skirts and spares. Requirements will be competed between the two vendors at the delivery order level on a firm fixed price basis. This acquisition is unsuitable for full and open competition for the following reasons. The Naval Sea Systems Command (NAVSEA) has conducted a qualification program for manufacturers fabricating U.S. Navy Air Cushion Vehicle (ACV) flexible skirt systems. These manufacturers were qualified in accordance with Government document Amphibious Craft, Air Cushion Project Peculiar Document NO. 802-6336529G, Skirt Material Characteristics and Requirements dated 19 Aug 2013 and Landing Craft, Air Cushion Project Peculiar Document NO. 802-6336530D, Skirt Fabrication Procedures dated 8 Aug 2013, To date only Bell Avon, Inc. and B/E Aerospace-SMR Technologies have been certified as capable of providing the required LCAC flexible skirt systems. As such these are the only two firms capable of meeting the requirement. Use of any other vendor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition because of the certification process. The anticipated contract will have a period of performance of 12 months with options for an additional 4 periods of 12 months each. Delivery requirements will be specified in the individual delivery orders. NAICS Code 326291 applies. Small Business Size Standard is 750 employees. FSC 2090.
