The Naval Surface Warfare Center, Panama City Division, (NSWC PCD), Panama City, FL intends to award a sole-source firm-fixed price commercial item (See Attached draft RFQ with clauses and justification) order to Sekai Electronics (formerly Intermed Video Technologies, Inc.) of 14600 Industry Circle, La Mirada, CA 90638 for the following items: a quantity of up to twenty-two (22) each 10.4 inch (Part Number IVT-FP10.4M 90200070) and sixteen (16) each 17 inch (Part Number IVT-FP17M 90200071) ruggedized commercial off the shelf LCD displays to accomplish Craft Alterations on the Landing Craft Air Cushion (LCAC) in support of the LCAC C4N Service Life Extension Program (SLEP) and to provide end of life spares to support repairs on Fleet deployed units. This acquisition is unsuitable for full and open competition for the following reasons. The parts being purchased are slightly modified COTS items originally manufactured by Sekai Electronics. Sekai Electronics is the original equipment manufacturer (OEM) of these items. The Naval Sea Systems Command (NAVSEA) has conducted a qualification program for manufacturers of LCAC System Upgrade and SLEP displays and has determined that it is necessary to purchase the same units for the remaining craft. This qualification program involved extensive testing to ensure 100 percent compatibility with the display signals of the LCAC systems. These installed displays are integrated into the display console and craft wiring, and are compatible with the Alarm Monitoring System (AMS), Sperry Bridgemaster E Radar and the Foruno FAR-2127 Radar, Radar Interface Converter Unit (RICU), and Navigation Processor Unit NPU or Keypad Video Navigation KVN unit. Other displays would require craft rewiring, qualification and extensive re-testing. Delivery will be no later than 190 days after award of the order FOB Destination to the Receiving Office, Naval Support Activity Panama City (NSA PC) 100 Vernon Ave., Panama City, FL 32407.
