This notice is being publicized in accordance with Federal Acquisition Regulation (FAR ) 5.101 requiring Contracting Officers to disseminate information for proposed contract actions expected to exceed $25,000.00.  Further in accordance with FAR Part 6.302-1, it is intent of the Drug Enforcement Administration (DEA) to make an award to Pen-Link, Ltd for the lease of a proven lawful interception solution for Nokia GSM Mobile Switching Center (MSC) and Mobile Server System (MSS) network components.  The proposed purchase order is for supplies/services for which the Government intends to solicit and negotiate only with Pen Link, Ltd for which the company holds sole proprietary protocol that utilizes the existing Nokia OLCM software and hardware.  The acquisition will be conducted under the test program described in the Federal Acquisition Regulation (FAR), Subpart 13.5.  The Government anticipates the award on a firm-fixed price purchase order.  This notice of intent is not a request for competitive quotation.  A Request for Quotation (RFQ) is not available.  Closing date is September 8, 2009 at 10:00 AM Eastern Standard Time.
