This Request for Information (RFI) is being issued solely for information and planning purposes and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotations (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes, the Government will not pay for any information/items submitted in response to the RFI. No determination as to the viability of this potential requirement has been made at this point and there is currently no solicitation for this effort.

A. BACKGROUND

The purpose of this effort is to contract for engineering services for tasks that are needed in support of Launch and Early Orbit, Anomaly Resolution, and Disposal Operations (LADO) software. LADO consists of three major functions: 1) Telemetry, Tracking and Commanding (TT&C), 2) Mission Planning, and 3) LADO Simulation. The TT&C provides the commanding of the satellite(s), sending and receiving telemetry as well as tracking data. Mission Planning is responsible for the planning and execution of satellite maneuvers during launch and early orbit (LEO), anomaly resolution and disposal activities. The LADO Simulator provides a simulation of telemetry, commanding and selected subsystems functionality for the different block type satellites forming the GPS constellation. It also provides simulation of specified maneuvers and anomalies, as well as ground facilities utilized for the LADO mission.

B. PROGRAM REQUIREMENTS

The purpose of this RFI is to provide LADO sustainment support to include, but not limited to software and hardware upgrades/modifications, documentation support, GPS II anomaly support, engineering/database administrator support, software and hardware integration, changes to the enterprise architecture, and test support for LADO.  The contractor shall also purchase material required to sustain LADO until its replacement is fully operational. Material includes software/hardware licenses, hardware, maintenance agreements, and other material as required.

  1. Provide engineering services in a government environment, including software development activities and system engineering for the LADO system
  2. Lead the development, program management, and processing of security related approvals to include the Authority to Operate processes on various Information Technology (IT) and mission related systems
  3. Analyze and evaluate cybersecurity aspects of the LADO system to identify, manage and mitigate risk and vulnerabilities to Government procured/developed systems according to requirements dictated by the AFI17-101 Risk Management Framework.
  4. Perform integration and testing services to identify and document system capabilities as well as mitigate risk.
  5. Provide support on engineering studies on LADO up to four times a year
