The Government will neither award a contract solely on the basis of this notice, nor pay for any information that may be submitted by respondents to this Sources Sought. This Notice is a request by the Government to collect information from 8(a) Architect-Engineer companies for the purpose of Market Research in order to determine if an 8(a) set aside action is feasible for this proposed acquisition. The type of solicitation issued may depend upon the responses to this synopsis. Not providing a response to this Sources Sought will not prohibit/exclude your company from participating in any future solicitations.

The Contracting Office, Laughlin AFB TX intends to award up to three INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) contracts for Title I, Services A&B, and Title II, Services C, for architectural including landscape architects, civil, mechanical, structural, environmental, industrial, planning and electrical projects at Laughlin AFB, TX and Goodfellow AFB, TX. This acquisition is being considered for a possible Section 8(a) competitive procurement. Description of work for a specific project will be identified in each individual task order once an IDIQ Contract is established. The performance area is Laughlin AFB TX located in Del Rio, Texas, Spofford Auxiliary Field, the Laughlin AFB Marina, and Goodfellow AFB, TX located in San Angelo, Texas. The duration of the resultant contract(s) shall be for the period of 365 days with one four-year option period if exercised. The maximum dollar value of the total program including all contracts and all option years is $6,400,000.00, based upon projected needs. Each contract awardee is guaranteed a minimum of $1,000.00 in fees for the life of the contract. This negotiated procurement will be accomplished in accordance with the provisions of 40 U.S.C. 1102. Proposed evaluation criteria for proposal evaluation will be accomplished utilizing (a) Professional Qualification (b) Past Performance, (c) Capacity, (d) Specialized Experience and Technical Competence, (e) Location, (f) Volume of DoD Work, and (g) Commitment to Small Business and Socioeconomic programs. The North American Industry Classification System (NAICS) is 541310 and the size standard is $7,000,000.00. The solicitation package will be issued on the Federal Business Opportunities (Fed Biz Opps Web-Site) address www.fbo.gov on approximately 31 July 2012. The closing date is tentatively scheduled for 31 August 2012. Approximate award date is scheduled for January/February 2013. All Interested 8(a) Contractors are invited to respond. It is the Government's intent to award 3 or less contracts. The Government will make a decision on the total number of awards to be made based on the responses received to the solicitation and evaluation results.
