INSTRUCTIONS TO RESPONDENTS Bids are solicited for furnishing the goods, supplies, equipment and/or services as set forth in this solicitation. Bids must be received Electronically or by Sealed Bid in the Purchasing Office by date and time specified, and then publicly opened and read aloud. Sealed Bids that are either mailed or delivered must be enclosed in a sealed envelope, addressed to the Director Purchasing, and have the bid number, bid name, closing date, and company name clearly marked on the outside of the envelope. SCOPE: SCOPE: The San Antonio Water System (SAWS) is soliciting bids for plumbing services as part of the Laterals to People (LTP) Program for the purpose of retaining a Contractor to furnish all labor, materials, equipment and supervision to perform the following: · Internal cleaning of customer sewer laterals; · Internal televised inspection of customer sewer laterals; · Repair or replace customer sewer laterals; and · Replace or install lateral clean-outs. Some of the work may require restoration of existing concrete or asphalt driveways and sidewalks. The SAWS LTP Program provides assistance to qualifying customers that lack funds to repair a health/safety problem with their sewer lateral system. The scope of work for this program is primarily limited to work from the property line to the house. No work will be performed under the house unless an exception is made on a case by case basis and approved in writing by the Manager of Public Relations prior to any work under the house is performed.
