This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The FBI has a requirement for Laserfiche Software Assurance Plan (LSAP) for the latest hot fixes, updates, patches, and new releases/product updates as well as VIP technical support for the requested thirty (30) additional user licenses for RIO, forms and records management licenses and Software Assurance which allows upgrades to the newest releases. Laserfiche shall provide access to the Federal Custom Solutions Group. This provides VIP support including a dedicated support engineer, 4 hour on site support, 24x7 technical support, and 80 hours of custom application development per year. Laserfiche is the only provider of this service as they are the sole manufacturer of the Laserfiche software licenses. The Laserfiche is the only vendor capable of providing access to the Federal Custom Solutions Group. Laserfiche is the only vendor with knowledge of the FBI's custom software applications based on its DNA processes for Quality Assurance, CODIS, and STACS LIMS. Approximately 99% of the FBI's support calls are related to the workflow developed by the Custom Solution Group or integrated services and not the baseline product. The services that Laserfiche will provide are vital to the overall business process of the FBI and will maintain and/or further optimize casework operations.

Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Laserfiche Solutions Group, as no other vendor is capable of providing the software support subscription and services for direct support of the FBI's mission.

All responses to this intent to sole source are due to the contracting officer by 12:00pm EST on August 29, 2019.

A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.

Vendors must be registered in the System for Awards Management (SAM.gov) to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment.
