The U.S. Department of Commerce, National Oceanic and Atmospheric Association, intends to issue a sole source modification to the Provincetown Center for Coastal Studies (PCCS) for continuation of the Large Whale Disentanglement program under contract EA133F-07-CN-0350, citing the authority of FAR 6.302. The PCCS is currently the only organization on the east coast of the United States that is federally authorized to perform large whale disentanglement under the authority of the Marine Mammal Health and Stranding Response Program's Scientific Research and Enhancement Permit number 932-1489. This notice of intent is not a request for competitive quotes. However, the Government will consider all quotes and/or information received within 15 days after the date of publication of this synopsis. A determination by the Government not to compete as a result of any quotes received is solely within the discretion of the Government.
