This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Applied StemCell, 521 Cottonwood Drive, Suite 111, Milpitas, CA 95035, for the acquisition of a Large Fragment Knock-In Using TARGATT Integrase.

The Applied StemCell Large Fragment Knock-In Using TARGATT Integrase is required for generation of a transgenic mouse line encoding a Flp/Cre-dependent Vcre recombinase. The Development Neurobiology Group at the NIEHS will use this transgene in combination with viral constructs to study the functions of noradrenergic neurons in the mouse brain.

The applicable North American industry Classification System (NAICS) Code for this procurement is 541714 “Research and Development in Biotechnology (except Nanobiotechnology).” Its associated Business Size Standard is $1,000.00.

NIEHS will solicit and negotiate directly with Applied StemCell and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Applied StemCell.
