Naval Surface Warfare Center (NSWC) Port Hueneme intends to issue a five-year contract for landline services to AT&T Corporation, 7125 Columbia Gateway, Columbia, MD 21046. The scope of work is to support 3,709 lines, 229 of which are being used for lobby phones, security system phones, elevator phones, faxes and analog lines. Furthermore, 200 ISDN lines are envisioned to support the multi-line capable units, the DISN network support for the four (4) ISDN PRI lines supporting the Command VTC, and basic support of all fault isolation for phone circuits. The station has approximately 3,000 individual users with handsets, which are owned by the government.
The proposed contract action is for landline services, for which the Government intends to solicit and negotiate with only one source, AT&T Corporation, under the authority of FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements.
Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to AT&T through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, Contracting by Negotiation.
The anticipated award date is 01 November 2019.
