This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. The solicitation number for this requirement is FA8601-09-T-0098 and is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures.

FUNDS ARE NOT AVAILABLE FOR THIS PROJECT. No award will be made under this solicitation until funds are available. Funds expiration date is 30 Sep 2009.

The 88th Contracting Squadron, Wright-Patterson Air Force Base, Ohio intends to award a firm-fixed-price contract for the following requirement:

CLIN 0001: Purchase of Lambda 750 Ultra Violet/Visual/Near Infrared Spectrometer (UV/VIS/NIR), P/N: L6020040 for high-precision absorption measurements, wavelengths up to 3,300 nm. Samples are tested per American Society for Testing and Materials (ASTM) methods and Air Force procedures. Mil-PRF-26539 requires that a near infrared spectrometer (UV/VIS/NIR) be used to quantitatively determine the chemical concentration of water in rocket propellant Dinitrogen Tetroxide. MIL-P-87930 requires the use of a UV/VIS/NIR to determine aniline content in the fuel used on the F-16 aircraft emergency power unit. UV/VIS/NIR is also used to determine low levels of hydrazine in wastewater as described in Analytical Procedure is also used to determine low levels of hydrazine in wastewater as described in Analytical Procedure for Performance Testing the SPIF FVSS Contract No. F04701-82-0003, IITRI No. C06567 July 1983. These various testing capabilities support space launch programs at Vandenberg AFB, combat aircraft world wide, and Western Range environmental compliance testing required by the state of California and Federal regulations.

This acquisition is Full and Open Competition and is under North American Industry Classification System code 334516.
