Advertisement for Bids Notice is hereby given that sealed bids (one original) will be received by the Lafayette Parish School System Purchasing Department, located at 113 Chaplin Drive, Lafayette, Louisiana, 70508. Delivery to any other department other than the Purchasing Department is unacceptable and may result in non-consideration of the bid. Bids will be received until 10:00 a.m., CST on February 24, 2011 for construction of the following project as delineated on the Proposal Form: Lafayette Parish School System Lafayette Middle School Fan Coil Unit Replacement 1301 West University Avenue Lafayette, Louisiana 70506 BID #29-11 SUMMARY DESCRIPTION OF PROJECT: The project will be bid so as to include a Base Bid and Two Alternates as follows: Base Bid: The Project consists of furnishing all labor and materials including performance of all work for the construction of HVAC Replacement at Lafayette Middle School in Lafayette, Louisiana. Bid Alt. 1: All labor and materials needed to remove all existing FCU condensate drain piping and replacing with new insulation PVC Condensate drain piping in Building C. Bid Alt. 2: All labor and materials needed to remove and replace all Non-Classroom Fan Coil Units. Units include FCU-6A; FCU-13B; FCU-1C thru FCU-5C; FCU-7C thru FCU-12C; FCU-1E; and FCU-1F thru FCU-6F. This project is funded under the American Recovery and Reinvestment Act of 2009. The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part Recovery Act appropriations in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. In addition, labor standards provisions from 29 CFR 5.5(a) are included in this contract (see www.dol.gov/dol/allcfr/ESA/Title_29/Part_5/toc.htm . It is further understood and agreed that the work under this contract shall be completed within the time stated on the Bid Proposal, subject to reimbursement to the owner of liquidated damages in the amount of Five Hundred dollars ($500.00) per consecutive calendar day. Bids will be publicly opened and read aloud at the above stated time and date in the Personnel Conference Room of the Lafayette Parish School System Central Office Building. Upon deposit of Fifty Dollars ($50.00) for each set of documents, complete bidding documents may be obtained from: Associated Design Group, Inc., 114 Toledo Drive, Lafayette, LA 70506, 337-234-5710. The deposit is fully refundable to general contractors, for up to two (2) sets, who submit a bonafide bid upon return of the documents, in good condition no later than ten (10) working days after receipt of bids. All subcontractors and material suppliers may receive a 50% refund upon return of the documents, in good condition no later than ten (10) working days after receipt of bids. Each bid must be accompanied by a certified check, cashierâs check, or Bid Bond payable to the Lafayette Parish School Board, the amount of which shall be five percent (5%) of the amount of the proposed Base Bid plus all Alternates. Money Orders will not be accepted. This shall be given as guarantee that the bidder will execute the contract, if it is awarded to him, in conformity with the Contract Documents. If a Bid Bond is used, it must meet the requirements according to R.S. 38:2218. The successful Bidder shall be required to furnish a Performance and Payment Bond in an amount equal to 100% of the Contract, written by a company licensed to do business in Louisiana, and who is currently on the U.S. Department of the Treasury Financial Management Service List, or by a Louisiana domicile insurance company with at least an A-rating in the latest printing of the A.M. Bestâs Key Rating Guide to write individual bonds up to ten percent of policy holderâs surplus as shown in the A.M. Bestâs Key Rating Guide and complies with R.S. 38:2219 (R.S. 28:2218 Bid Bond). The bond shall be countersigned by a person who is under contract with the surety company or bond issuer as agent of the company and who is licensed as an insurance agent in this State, and who is residing in this State. Bids shall be accepted only from contractors who are licensed by the State of Louisiana for the classification of Building Construction MECHANICAL. No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of La. R.S. 38:2214. A MANDATORY Pre-Bid Conference will be held at the Front office of Lafayette Middle School, 1301 West University Avenue, Lafayette, Louisiana 70506, at 2:00 p.m. CST, February 10, 2011. The successful bidder shall supply all required insurance with carrier(s) acceptable to the Lafayette Parish School Board. The owner reserved the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212(A)(1)(b), the provisions and requirements of this action, those stated in the Advertisement for Bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity. The Lafayette Parish School System strongly encourages the participation of minority business enterprises in all contracts or procurements let by the Board for goods and services. To that end, all contractors and suppliers are encouraged to utilize minority business enterprises in the purchase or sub-contracting of materials, supplies, and services in which minority owned businesses are available.
