This is a presolicitiation synopsis and intent to issue a sole source purchase order to the Universit of Massachusetts-Amherst for the project titled, "Laboratory Study of Failure Characteristics of Fouled Ballast." The initial work was completed under Broad Agency Announcement under competitive procedures. FRA considers this a logical follow that would incur substantial duplication of costs that would not be recovered by competitive procedures.

Any firm that believes it is capable of meeting this requirement may submit a response, which if recieved by the closing date of this announcement, will be considered.
