The Federal Bureau of Investigations intends to award a non-competitive, sole source purchase order to COLLEGE OF AMERICAN PATHOLOGISTS, 325 WAUKEGAN RD, WINNETKA, IL 60093- 2719 for a subscription for proficiency testing services for fiscal year 2013. Proficiency testing shall be provided by COLLEGE OF AMERICAN PATHOLOGISTS for Toxicology and Mitochondrial DNA Test. Proficiency testing is a requirement to maintain the FBI Laboratory's accreditation by the American Society of Crime Laboratory Directors, Laboratory Accreditation (ASCLD/LAB). Through this accreditation the Laboratory is currently bound by the ASCLD/LAB-International program and must comply with the standards outlined in the ASCLD/LAB-International 2006 Supplemental Requirements for the Accreditation of Forensic Testing Laboratories and the International Standard ISO/IEC 17025. ASCLD/LAB-International requires that proficiency tests must be purchased from vendors that have met ASCLD/LAB-International's strict criteria for the production of proficiency tests. Currently COLLEGE OF AMERICAN PATHOLOGISTS is the only approved vendor capable of providing the type of proficiency testing required by the FBI.

This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 9:00 AM, EST, Monday, October 29, 2012, via facsimile to the attention of Montarious Usher, at (703) 632-8480. E-mail quotes will also be accepted at [email protected]. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13.
