THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.
This synopsis/solicitation 1305M220QNFFK00898 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-04.
The National Oceanic Atmospheric Administration (NOAA), requires third party accreditation by an internationally recognized International Laboratory Accreditation Cooperation (ILAC) and/or International Accreditation Forum (IAF) and ISO 17011 conforming accrediting body for National Oceanic and Atmospheric Administration, National Marine Fisheries Service, Office of Sustainable Fisheries, National Seafood Inspection Laboratory (NSIL) to maintain accreditation status in compliance with the ISO/IEC 17025:2017 and the AOAC International Guidelines for Laboratories Performing Microbiological and Chemical Analyses of Food, Dietary Supplements, and Pharmaceuticals.
The Contract Period of Performance is April 1, 2020 to March 31, 2024 (Base and Three Option Years)
The Government will award a Firm Fixed Price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers (1) Technical, (2) Past Performance, and (3) Price.
This RFQ is being issued as a 100% small business set-aside. The associated NAICS code is 541990, All Other Professional, Scientific, and Technical Services, with a business size standard of $16.5 Million. The Product Service Code Class is R420.

All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 5:00 P.M. Eastern on March 11, 2020; any award resulting from this RFQ will be made based on the lowest priced technically acceptable offer.
