This announcement constitutes a Sources Sought Synopsis/RFI. The Government is neither negotiating nor calling for offers at this time. No solicitation is being issued at this time; while a formal solicitation may be issued at a later date, this notice does not commit the government to ultimately award a contract. This announcement is an expression of interest only and does not commit the Government to pay for any response or preparation cost. The Government does not intend to make an award on the basis of this sources sought synopsis. This information will be
reviewed and will be used to develop the acquisition strategy and possibly a Request for Quotation.

Market Research is being conducted by the 6th Contracting Squadron at MacDill Air Force Base to seek qualified contractors with the skills, knowledge, and resources required provide the following:

Five (5) L3 GCS Custom Enhanced Bandwidth Efficient Modem (EBEM) Modem Kits, Ruggedized Rack with integrated MD-1366 ViaSat EBEM Modem, Narda L-Band Controller/Frequency Reference, AVCOM Spectrum Analyzer NEWTEC, NTC-2142 Agile IF to L-Band RF PRS-10, Rubidium Frequency Standard, P/N 1500-MK-03T; and, five (5) L3 GCS IFL Cable Reel for Hawkeye III, P/N GCSIFLCABLE. These units are an integral part of our deployed communications architecture both stateside and at forward deployed COCOM locations worldwide.

Interested organizations may submit their capabilities, and qualifications to perform the effort in writing to the identified point of contact not later than 8:00 AM EST on 20 June 2011. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. Sources shall include in their information, a detailed capabilities statement stating their experience in providing the same or similar items described in this notice, a point of contact with phone and e-mail information, business status (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business) and a positive statement of interest to submit a proposal. This request for information is not a commercial solicitation and the Government will not pay for any information submitted, or for any costs associated with providing the information.
