The NAVSUP Fleet Logistics Center Puget Sound intends to solicit, in support of SRF-JRMC Sasebo, Japan, on a sole source basis for technical representative services consisting of on-site emergent repair, disassembly, inspection, parts replacement and testing certification to critical Ship’s Equipment, i.e. ships service diesel generator engines (SSDG) and main propulsion diesel engines (MPDE) from Fairbanks Morse Engine (FME). Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements applies. Based on market research, FME, the original equipment manufacturer, is the only company that has the proprietary data to perform this work. Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to offer due date, which will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government. The work is to be performed mainly onboard LSDs, LPD 17, and LHD 8 in support of various Western Pacific sites including, but not limited to the Ship Repair Facility and Japan Regional Maintenance Center in Yokosuka and Detachment Sasebo Japan. Required period of performance is one year from date of award. This requirement is solicited on a sole source basis as a Commercial Item using Contracting by Negotiation in accordance with FAR Parts 12 and 15 utilizing Low Price Technically Acceptable evaluation factors resulting in award of a Firm-Fixed Price, Services type contract with four option years.
