The National Geospatial-Intelligence Agency intends to award a sole-source time and material purchase order under an existing Blanket Purchase Agreement, HM1571-04-A-0006/GS-23F-0058M, to Harris Corporation, Melbourne, Florida. The period of performance is twelve (12) months. The NGA mission is to provide access to a multitude of geospatial sources for application to a variety of missions to include national security, natural disaster relief missions and support to military and civilian agencies to accomplish their mission. Harris Corporation in conjunction with Digital Globe, Inc. developed a prototype to demonstrate the technology and NGA is ready to integrate and insert the technology into operations immediately to support Hurricane Katrina and Rita rescue and relief efforts. Harris has an immediate solution and the integration expertise to implement the technologies now. Any delays in acquiring the capability will impair NGA’s ability to provide needed geospatial intelligence to reduce loss of life or property. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have two (2) days from the date of publication of this Synopsis to submit in writing to the identified point of conduct clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after two (2) days or without the required information will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to either conduct or not conduct this effort as a full and open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government.
