Synopsis:
This is an INTENT TO SOLE SOURCE announcement only. The 20th Contracting Squadron (20 CONS) Shaw Air Force Base SC, under authority 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, intends to negotiate and award a sole source firm-fixed-price purchase order contract to: K P Stunt Productions, Inc., 6100 87th St NW, Burlington ND 58722-9605, to provide one (1) L-6 aircraft that meets the "warbird" criteria as listed in Air Force Instruction 10-1004, paragraph 4.2.4 and up to two (2) aerobatic performances per day as requested by the Air Show Director. This performance will comprise an aerobatic routine between 10 - 30 minutes, in support of the Shaw Air Force Base Air Expo 2012 Air Show, schedule for 4-6 May 2012. The contractor shall provide all the necessary personnel and equipment necessary to support the aerial demonstration.
The Government proposes awarding a sole source purchase order because of the uniqueness of this requirement. This document does not constitute a solicitation for offers. Requests for copies of a solicitation will not be honored or acknowledged. Pricing data is not requested or required. No contract award will be made based on responses received. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. When approached with an issue or query the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to the source of the inquiry.
