THIS IS A NOTICE FOR SOLE SOURCE PROCUREMENT:  The Broadcasting Board of Governors (BBG) International Broadcasting Bureau (IBB), Office of Contracts (CON) Located in Washington, DC intends to negotiate and award a non-competitive commercial items firm fixed price contract to Dielectric, LLC, located at 22 Tower Road, Raymond, ME 04071-6440 for two each 9-3/16" 75 OHM EIA Style Corrugated inner and outer flexible sections.  The anticipated period of performance will be (90) ninety days.  The Anticipated award will occur in September 2014. 

The statutory authority permitting other than full and open competition that is applicable to the procurement is 41 U.S.C.253(c)(1) which is implemented at FAR subpart 6.302-1 as follows: " when the supplies or services required by the agency from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.  Based on the needs of the Kuwait Transmitting Station, Dielectric is the only know source which has demonstrated ability to product needed.  In the opinion and to the knowledge of the government evaluator, the contractor is the original manufacture.   

This Notice of Sole Source is not a request for competitive price proposals.  Interested firms must submit a written response that demonstrates their ability to provide the above stated items and attachments.  The written response received from the interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information.  The written response must be submitted to Cynthia C. Sugg, Contract Specialist, Broadcasting Board of Governors, International Broadcasting Bureau, Office of Contracts, 330 C Street, SW, Room 4007B, Washington, DC 20237 by Monday September 15, 2014 12:00 pm EST.   Telephone, email or Faxed responses are not acceptable and will not be considered.  No telephone responses of an interested firm's statements of interest, capabilities, and pertinent experience will be accepted.  Any questions regarding this Notice shall be in writing and submitted to Cynthia C. Sugg, Contract Specialist, by facsimile at (202)382-7870 or email [email protected], before September 15, 12:00 pm EST.   Any determination to compete or not this proposed contract is solely within the discretion of the Government.  This Public Notice is not a RFP, IFB or RFQ.
