Solicitation N00421-16-T-0407 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit the proposed purchase order on a Sole Source with L3 Communications, Brasher under the authority of FAR Part 12, FAR Part 13. L3 Communications are the only known manufacturer of the replacement spares, which must be compatible in form, fit, and function with existing equipment. The requirement is for critical spare components for a major upgrade to existing KTM tracking mounts. These components are either manufactured by, or custom configured by, the KTM manufacturer, L3. L3 is the system integrator for this upgrade program, and as such, has proprietary designs and hardware/software solutions to satisfy the government's requirements under the referenced contract. No one else can supply the custom, L3-supplied subsystems and components required by this procurement. This procurement is for custom boards, control panels, relay panels, and associated subsystem components that will serve as critical spares for the life of the upgraded KTM tracking systems. Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract. Award is expected 1 August 2016. Interested persons may identify their interest and capability to respond to the requirement or submit proposal. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government.
