The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Kongsberg Underwater Technology, Inc. for extended maintenance and warranty for the Kongsberg EM302 Sonar and Singlebeam Sonar EK60 which is aboard the NOAA Vessel Okeanos for the Office of Exploration and Research in North Kingstown, RI. The maintenance and warranty include:

• New data acquisition software releases
• New instrument firmware releases
• Repair and/or replacement of faulty equipment
• Preventative bi-annual maintenance visit for an one site engineer for up to 5 days
• An extended warranty for the acoustic transducers

The Kongsberg EM302 Sonar is used in mapping exercises of the ocean floor. The extended warranties cover the hardware and software upgrades and any failure of hardware and software within the conditions of the extended warranty.

Kongsberg Underwater Technology Inc. is the exclusive representative of the Kongsberg EM Hydrographic as well as the Simrad Fisheries EK Fisheries Research product line within the United Statets. KUTI is responsible for all aspects of these products.

KUTI has established professional engineering staff which has been trained on all facets of installation, support, maintenance, calibration and training of the EM302 and EK60 as well as other Kongsberg Hydrographic and Simrad Fisheries Research products.

This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the maintenance and warranty may submit substantiating documentation in writing within ten days of this notice. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government.
