Notice of Intent to Sole Source with KM Institute (KMI)
Title: KM INSTITUTE (KMI) TRAINING FOR CENTER FOR TOBACCO PRODUCTS (CTP)
Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS)/Food and Drug Administration (FDA) on behalf of Center for Tobacco Products (CTP), intends to sole source to:

The Knowledge Management (KM) Branch is housed within CTP’s Office of Science (OS) and is a newly created branch based on the discipline of KM. The KM Branch supports OS and CTP’s mission through a variety of roles and responsibilities housed within the branch, such as administration of scientific learning activities (seminars, Subject Matter Expert presentations, and other educational arrangements), coordination of critical inter- and intra- Office communications, oversight of multidisciplinary KM workgroups, and various project management activities.
The KM Institute (https://www.kminstitute.org) (KMI) offers certifications in Knowledge Management (KM). The Certified Knowledge Manager (CKM) certification by KMI is the global standard for KM certification and training. This certification provides advanced techniques and hands-on experience with best-practice methods for those who are tasked to lead or improve KM initiatives for the Office. The purpose of KM Institute training is to enable CTP’s KM Branch to gain a more solid grasp of common KM principles at an advanced level with actual “hands-on” experience performing KM.
This workshop and certification program will greatly benefit each member of the KM branch, and OS, by training its members in essential tools in the discipline of KM.

This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
It is anticipated that an award will be issued to the KMI, within approximately 15 days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement.
