***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the University Of California, Davis, located at 1850 Research Park Dive, Davis, California to coordinate emergency logistical response to killer whale strandings in the Pacific Northwest.

***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) National Marine Fisheries Service (NMFS) to support the Southern Resident Killer Whale Recovery Plan. UC Davis and the Wildlife Health Center within the School of Veterinary Medicine are qualified to provide services because they possess a unique "Killer Whale Necropsy and Disease Testing Protocol" developed by the Wildlife Health Center/SeaDoc Society and controlled by UC Davis that equips them with the capabilities required to participate in killer whale stranding response at the level needed by NMFS, PRD. UC Davis also has in their possession historical records of killer whale strandings to draw from and have authored and published reports and journal articles on these strandings. No other resource or facility can provide the required level of support that UC Davis offers.

***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
