The Space and Naval Warfare Systems Command (SPAWAR) in support of the Program Executive Office (PEO) for Command, Control, Communications, Computers, and
Intelligence (C4I) Information Assurance and Cyber Security Program Office (PMW
130) plans to issue a Full and Open Competitive Request for Proposal (RFP)
N00039-17-R-0019 for the development and procurement of approximately 1800
cryptographic modules that provide TRANSEC capabilities using a modern
algorithm interfacing to a legacy host device, the TD-1271 UHF DAMA
multiplexer. This contemplated Solicitation is estimated to be released during
the fourth quarter of fiscal year (FY) 2017 and the resultant contract will
support PMW 130s cryptographic modernization efforts. The Government
anticipates issuing a contract with cost reimbursable contract line items
(CLINs) for development and fixed price option CLINs for production. The
period of performance will include 12 months for the base year and four one
year options.
The Government previously released a Request for Information (RFI) in May 2015,
which can be found under Solicitation Number MKTSVY-103456 and has been
provided as an attachment to this pre-solicitation notice for informational
purposes. Based on the analysis of the responses to this RFI, in accordance
with FAR 19.5, the Government determined this requirement would be solicited on
the basis of full and open competition.
Recognizing that the RFI was released approximately two years ago, the
Government encourages any small business firm, capable of meeting the RFI
requirements that did not have an opportunity to respond previously, to notify

Government. No reimbursement will be made for any costs associated with
