The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). However, the Government will consider all responses received within five days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Eagles Talent Speakers Bureau is considered the only vendor who can supply a keynote speaker on the Language of America for Navy Public Affair and Visual Information. Public polling indicates that the Navy uses works that are not easily recognizable or understandable to the general US public. The speaker, Dr. Luntz, has specifically researched and published works on this topic, including his book, “Words that Work.� Dr. Luntz is the only known author and teacher of this approach to public communication and is considered to be the only available training authority.
