INVITATION TO BID Sealed Bids for the KENNETH ROAD PROJECT, in West Manchester Township will be accepted online via the PennBid Program by the West Manchester Township Board of Supervisors until 11:00 A.M., Eastern Daylight Savings Time, on Friday, March 15, 2021, at which time all bids submitted as stipulated herein will be publicly opened and read. Sealed bids shall be accepted online via the PennBID Program and website. All bidding documents and solicitation details will be available at no cost at www.PennBid.net. Click on “Solicitations”, then “View” tabs. All questions about the meaning or intent of the bidding documents are to be submitted in writing via the PennBID program. Bidding documents will be available beginning February 12, 2021 through the PennBID Program. There will be a virtual non-mandatory pre-bid conference at 11:00 AM on Wednesday, February 24, 2021. The work of this project consists of obtaining all materials and completing all work related to milling of Kenneth Road and areas of Rodney road as directed, base repair improvements along Kenneth Road and Rodney Road, installation of binder as directed at Rodney Road, overlay of Kenneth Road and Rodney Road, installation of all pavement markings as directed for Kenneth Road and Rodney Road, removal and replacement of the center median at Kenneth Road, inlet and subsequent sidewalk replacement at 4 inlets in Kenneth Road, ADA ramps along Kenneth Road, along with incidental items for the work complete in place at the location identified in the contract documents. Each Bid shall be accompanied by a certified check or bid bond in the amount of not less than ten percent (10%) of the bid total. No bidder may withdraw his bid within sixty (60) days after the bid opening. Bidders must comply with all State anti-bid rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. Notice is hereby given to Contractors that Public Works Projects, including construction, reconstruction, demolition, alteration and/or repair work, other than maintenance work, done under the Contract and paid for in whole or in part out of the funds of the Public body, where the estimated cost of the total project is in excess of Twenty-Five Thousand Dollars ($25,000.00), not including work performed under a rehabilitation or manpower training program, shall be subject to the Pennsylvania Prevailing Wage Act. The estimated cost of this project is more than Twenty-Five Thousand Dollars ($25,000.00) and therefore, the Pennsylvania Prevailing Wage Act is anticipated to be applicable. This project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (the Act) which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. All bidders are hereby notified that in regard to any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly, the successful bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of work, or any other activity required under the contract on account of gender, race, creed or color. West Manchester Township reserves the right to waive any defects, errors, omissions, mistakes, informalities, or irregularities to any bid, accept any bid it may deem to be in the best interest of the Township, and to reject any or all Bids.
