This is a pre-solicitation notice for an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for Simplified Acquisition of Base Engineering Requirements (SABER) at Keesler Air Force Base, Mississippi. The types of work in this IDIQ include, but will not be limited to, new construction of buildings and structures; maintenance repair or alteration of buildings, structures, roads, grounds, specialty construction; utilities, and miscellaneous services including asbestos or lead removal.  It is the government's intent to award this solicitation as a single award IDIQ with one thirty-eight (38) month ordering period.  An initial obligation, as required by AFFARS Mandatory Procedures found at MP5316.504 will be awarded as Task Order 0001 at time of contract award.  The specifications, drawings and Statement of Work for the sample project to be awarded as the initial obligation will be posted with the solicitation.

 

In accordance with FAR 36.204, Disclosure of the Magnitude of Construction Projects, the magnitude of the sample project is between $100,000 and $250,000.  In accordance with DFARS 236.204, Disclosure of Magnitude of Construction projects, the magnitude of the anticipated total value of projects under this IDIQ contract is between $10,000,000 and $25,000,000.

 

This acquisition will be awarded to a Service Disabled Veteran Owned Small Business (SDVOSB) Concern, utilizing Performance Price Trade-off (PPT) procedures.  Interested Service Disabled Veteran Owned Small Business (SDVOSB) sources may submit a proposal.  The North American Industry Classification System (NAICS) Code is 236220. The size standard is $36.5 Million.

The Solicitation Package, Specifications, will tentatively be posted on the FedBizOpps Website: http://www.fbo.gov on/or around 12 June 2017 with a tentative closing date of 11 July 2017. The contract performance period will be one thirty-eight (38) month ordering period, beginning approximately one week after date of award.

 

This notice neither obligates the Government to award a contract or pay for proposal preparation costs.

 

All Contractors wishing to do business with the Government are required to register in the System for Award Management (SAM) Database prior to award. SAM Registration may be accomplished online at https://www.sam.gov/portal/public/SAM/.  Additionally, offerors must complete the on-line representations and certifications at the SAM website.  Registration requires applicants to have a DUNS number.
