DLA Aviation at Philadelphia anticipates award of a delivery order with Boeing under the Boeing Captains of Industry (BCOI) contract (SPRPA1-14-D-002U) to execute a Performance Based Logistics (PBL) supply chain management program to support KC-46 aircraft Consumables and Depot Level Repairable (DLR) items. The contractor will be required to fill DoD requisitions for 16,723 KC-46 National Stock Numbers (NSNs). These NSNs are to be maintained under PBL criteria, which includes the direct passing of requisitions to Boeing.
The contractor will be required to meet supply chain PBL metrics for material availability and supply response time. Under the BCOI contract the contractor will provide the following: logistics management, which includes wholesale supply support, consumable support, material management, engineering support and sustainment elements, packaging, storage and engineering support.
The contract is planned as a Firm Fixed Price action against the BCOI contract.
Boeing will be using their commercial demand data to develop a forecast due to lack of KC-46 historical usage data. Boeing will ensure the parts delivered are the latest configuration using their technical knowledge as the aircraft manufacturer delivering production aircraft. DLA intends to award a 3-year base period with two 1-year option period contract to Boeing as an interim support strategy during early operations and while processing the provisioning information. The long-term strategy will be developed at a future point in time.
This is a FAA certified aircraft. Interested contractors must be on Boeing's FAA certified vendor list to supply the 16,723 KC-46 Common DLR items.
A complete list of NIINs/Part Numbers are attached.
