DESCRIPTION:
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Kaiser Optical Systems, MI for the purchase of a Kaiser Raman Microscopy platform under other than full and open competition by the authority of FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements:
A sole source determination is based on the following: Only Kaiser Optical Systems can meet our technical requirements.
Specifically no other vendor can meet the NIST requirements for:
NIST currently owns a Kaiser Optical Holographic System.
To meet its mission requirements; the Microscopy and microanalysis research group (MMRG)has a need for a Raman Microscopy platform to improve analysis of micrometer to sub-micrometer materials systems. Pursuant to this application, the Raman microscopy platform must be fully compatible with the Kaiser Optical, holographic System optical elements and mechanical components to yield optimal performance with respect to detection efficiency, frequency agility, and/or automation (optomechanical pin-to-pin compatibility).
The existing equipment and technology are proprietary to Kaiser Optical. Kaiser Optical has no third party distributors, therefore, they are the only source capable of providing this system.
The North American Industry Classification System (NAICS) code for this acquisition is 333314, and the size standard is 500 employees.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on August 6, 2013. Inquiries will only be accepted via email to [email protected]. No telephone requests will be honored.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
