This presolicitation notice is being published in accordance with the Federal Acquisition Regulations (FAR) Part 5.203. This presolicitation notice is a notice of intent to award a sole source contract.
The National Institutes of Health, National Institute on Alcohol Abuse and Alcoholism (NIAAA) intends to issue a sole source contract for the development of a registry of patients with diagnosis of AUD or alcohol misuse by by leveraging comprehensive proprietary electronic health record (EHR)-based data within Kaiser Permanente Northern California (KPNC) and use this registry to evaluate the full course of alcohol problems, longitudinally and comprehensively, including early identification, initiation and engagement in treatment (including psychiatry, addiction medicine, and pharmacotherapy), and long-term outcomes (e.g., drinking, physical and mental well-being), which are critical to understanding recovery.
However, all responsible sources may submit a capability statement demonstrating their ability to provide the requested registry or exception to purchase on a sole source basis, which shall be considered by the Government if received by Tuesday, March 9, 2021 at 5:00 PM, ET.
Written responses to this presolicitation notice shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. NIH will not be responsible for any costs incurred by interested parties in responding to this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
