THIS IS A NOTICE OF INTENT. The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON) located in Washington, D.C. intends to negotiate and award a non-competitive purchase order to Mediametrie, in Levallois Cedex, France to provide required supplies of bulk data units sufficient to allow IBB to acquire spot ratings data to inform decisions on placement and measure the reach of specific TV programs in each market on an ad hoc basis, as required and in a timely fashion. From audience data from TV ratings, provided by Eurodata TV from some or all the following countries: Armenia, Azerbaijan, Bosnia, China, Colombia, Ecuador, Egypt, Georgia, Macedonia, Mexico, Peru, Serbia, Pakistan, Russia, Ukraine, and Venezuela.
The anticipated period of performance is September 1, 2014 - February 28, 2015 with one(1) six month option period (March 1, 2015 - August 31, 2015
The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 253(c)(1) which is implemented at FAR Subpart 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
BBG/IBB, Office of Contracts (CON) plans to make an award to Mediametrie on a sole-source basis for bulk data units. The bulk purchase of data units, sufficient to allow IBB to acquire spot ratings data to inform decision on placement and measure the reach of specific TV programs in each market on an ad hoc basis will be procured within the next 15-days. This Notice of Intent is not a request for quotes. Interested firms must submit a written response that demonstrates their ability to provide data units sufficient to all of the countries listed above at the same time on the same frequency. Interested firms must state how they would facilitate the above and include appropriate documentation describing the number of years they have been providing such services, and their demonstrative experience in the broadcast communication field, including a brief company history. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information.
