Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): Replacement of radio service monitor (in poor condition and outdated) used for servicing mountain top repeaters and other two-way radios. Requires small, battery powered, lightweight units for transport on light helicopters and in backpacks. 2. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met. ______ Other _____________________________________________________ Explain: Olympic National Park currently has two Aeroflex 3500 service monitors used for servicing Park radios. Many radio sites are located in difficult to access areas that require helicopter transport or hiking. Weight and size, battery life along with all the required features are key to a monitor that will function in our operation. 3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest: We researched communication analyzer manufacturers: CMS, General Dynamics, Hewlett Packard, Aeroflex and Ramsey. Aeroflex is the only manufacturer currently producing a lightweight, rugged, and portable unit that supports P25 modulation testing. The 3500 weighs 8 lbs, has a 5 hour battery life, and can be kept current via firmware flashes. Includes required scope, spectrum monitor and P25 capabilities.Since we already have two, keeping the same model will be very much more efficient since techs are familiar with the operation. Also keeping current firmware upgrades etc with one model will save money and time. 4. If this is a determination for sole source, the Contracting Officer certifies: Only one source is available, or urgent and compelling circumstances exist.
