Amendment 1

The purpose of the amendment is to revise RFP #72016819R00001 as follows:

1. The Statement of Objectives (SOO) is revised to read as follows:

a) Under Section III. Performance Objectives and Illustrative Results the first sentence "The purpose of USAID's Judiciary Against Corruption Activity is to strengthen selected justice institutions to combat corruption" is removed and replaced with the following: "The purpose of USAID's Judiciary Against Corruption Activity is to strengthen selected justice sector institutions to combat corruption, economic and organized crime."

b) Under Section V. Cross-Cutting Issues, Sub-section Environmental Review, the reference to the attachment of the IEE to the RFP is hereby deleted.

c) Include the link to the 2018 EU progress report for BiH as follows: "The Judicial Effectiveness Index of BiH: 2017 Report can be found at https://pdf.usaid.gov/pdf_docs/PA00TF21.pdf"

2. The solicitation is revised to read as follows:

a) Under Section L.5.B.a Organization of Technical Proposal, item v. is modified as follows:

"v. The 25-Page Limitation stated above is inclusive of the following:

• SOW/Technical Approach (15 page limit);
• Key Personnel Approach;
• MEL Approach;
• Past Performance Information Summary;
• Cover Page;
• Cover Letter;
• Table of Contents;
• Acronym List;
• Title Pages; and
• Dividers."

b. Under Section L.5.B.a Organization of Technical Proposal, item vi. is updated as follows:

"vi. The following are to be included in the Technical Proposal as an annex/exhibit and will not be subject to 25-page limitation:

• Contractor Performance Information;
• Résumés and references of Key Personnel;
• Statement of Intention and Availability of Key Personnel;
• Key Personnel Position Descriptions;
• Draft Monitoring, Evaluation, and Learning (MEL) Plan which includes planned results, outcomes, and indicators, including logframe."

No other changes to the base RFP are made at this time.
