This is a Request for Information (RFI) for market research purposes ONLY.  The Defense Logistics Agency - Energy (DLA-E) is exploring alternative solutions and determining industry capabilities.  DLA Energy is seeking to identify businesses that are interested in, and capable of providing ongoing fuel support for ground fuel requirements for Malaysia (Johor and Negeri Sembilan) & Indonesia (East and Central Java).  Any response to this notice will be treated as information only.

General information regarding Requests for Information (RFI):  In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.  This RFI is issued solely for gathering information and planning purposes and does not constitute a solicitation for proposals.  Any response to this notice will be treated as information only.  DLA Energy will not provide reimbursement for costs incurred in responding to this RFI.  Respondents are advised that DLA Energy is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI.  Responses to this RFI do not bind DLA Energy to any further actions. 

All responses received may be held for an extended period of time or destroyed. In no case will any responses be returned to the originator.

The RFI will close 30 June 2016.

The total estimated fuel quantity for West Malaysia is approximately 75,000 US gallons with a time period between approximately 7/20/206-8/05/2016. The total estimated fuel quantity for the Java, Indonesia is approximately 75,000 US gallons with a time period between approximately 7/25/206-8/10/2016. The mode of transportation includes Drum in Negeri Sembilan and TT w/pump and meter for all other locations. The fuel products sought are:

Turbine Fuel, Aviation (JP8)

OR

Additized JA-1 (with Additives FSII, SDA, CI) That meets or exceeds JP8 specifications.

And

AVGAS-9130-01-531-4426(100LL)

And

Diesel-9140-00-286-5294(DF2)

And

Gasoline, REG UNL-9130-00-148-7103(MUR)
