The Centers for Disease Control and Prevention (CDC) National Center for Chronic Disease Prevention and Health Promotion, Comprehensive Cancer Control Branch, Division of Cancer Prevention and Control, contemplates a sole source award to John Wiley & Sons, Inc., Hoboken, NJ. John Wiley & Sons, Inc., is the publisher of the journal "Cancer" and "Cancer" was selected as the venue for this special issue on Colorectal Cancer Screening Demonstration Project (CRCSDP) The contractor shall conduct a scientific peer review of CDC/NCCD/DCPH submitted manuscripts; perform initial editorial services of the manuscripts; and develop final layout of the articles for publication. The contractor shall provide all labor, materials, supplies and other miscellaneous services necessary to complete the publication. Performance shall be at the contractor's facility. The period of performance shall be for four (4) months, beginning with award of the contract, scheduled for September 1, 2010. This requirement is not set aside for small businesses. It is being procured applying simplified acquisition procedures in accordance with Federal Acquisition Regulations (FAR) Part 13. The sole source authority is found under FAR 13.106-1(b). The circumstances of the contract action deem only one source reasonably available. John Wiley & Sons is the only available source with the required publishing rights to provide the services. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than 4:00 PM Eastern Standard Time, August 25, 2010. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a future competitive procurement. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
