A question about the PSC in Johannesburg. The announcement notes (A) Benefits and (B) Allowances.
Which of these apply to this PSC? Does the successful applicant receive all Benefits and Allowances that are noted, or only some of them? Please clarify. Thank you.
BENEFITS/ALLOWANCES:
As a matter of policy, and as appropriate, a PSC is normally authorized the following benefits and allowances:
(A) BENEFITS:
Employer's FICA Contribution
Contribution toward Health & Life Insurance
Pay Comparability Adjustment
Eligibility for Worker's Compensation
Annual & Sick Leave
Access to Embassy medical facilities, commissary and pouch mail service, if available
(B) ALLOWANCES (If Applicable):
Post Differential
Danger Pay (if applicable in country)
Moving and Storage allowance
Housing, Allowance for PSC (and dependents, if applicable)
Temporary Lodging Allowance
(Note: An individual defined as a Resident Hire employee may only be eligible for those benefits listed under item A)
ANSWER:
Benefits and Allowances apply to all U.S. hires as applicable in the country specified. So if the person resides currently in the U.S. and is awarded the PSC contract, the person will be eligible for all the benefits described in section A and the all allowances as described in section B of the solicitation (with the exception of danger pay which does not apply to Johannesburg, South Africa). Local Resident Hires (defined as persons already residing in South Africa that are eligible to apply) will be allowed the benefits as described below, but will not be authorized to receive the allowances stated in section B.
As stated above, currently the only allowance that does not apply to Johannesburg, South Africa is danger pay. However, if circumstances change in South Africa, danger pay may be authorized.
