Background:
Jira is a key component that is required to implement the Continuous Delivery System (CDS) at Office of Public Buildings IT Services (IP). CDS will allow us to automate many deployment activities that are currently carried out manually. Teams at IP and development teams of IP applications will use workflows built in Jira at different stages in order to plan, schedule, deploy, and track deployment activities. Jira will interface with the numerous tools that are part of the CDS toolset as each deployment moves from milestone to milestone. CDS will allow us to automate many deployment activities that are currently carried out manually allowing for reduction in man hours and time for application fixes and enhancements to be installed into Production systems for the business users.

Additionally, Confluence, a plugin to Jira, will be used by IP PMs to manage requirements. 

Jira Portfolio will be used by IP PMs and Management to get an overview of development and deployment activities associated with each application.

This procurement will be a firm-fixed price award to the lowest price technically acceptable offer. No option years will be included.
